On the site that was formerly occupied by a tiny house village, the Lutheran Church of the Good Shepherd, partnering with the Low Income Housing Institute, (LIHI) proposes to build a seven-story building with permanent housing for low income residents — 78 small efficiency units and 14 apartments. No family-sized units are included. 75% of the units would be reserved for homeless individuals. 25% would have rents set to accommodate low wage workers. (All of the units would be reserved for those whose income, if single, is no more than approximately $38,750 per year.)
Because the building would be seven stories, and the zoning of the two lots does not allow a building of that size, the church and LIHI are asking the City to rezone the property to the zone known as NC-75. (A Neighborhood Commercial zone that allows buildings up to 75 feet.) The current zoning of the property is NC-55 on the south parcel closer to the church, and the northerly one is zoned Lowrise.
At public meetings conducted by the Central Area Land Use Review Committee (LURC) the community has welcomed the church’s initiative to build new affordable housing. However, questions have been raised about the decision to seek a rezone of a Lowrise zone to allow 75 feet while, at the same time, preserving a surface parking lot farther south on the church’s property (adjacent to the church). In other words, with this proposed rezone, property that is already zoned for a height of 55 feet would remain a surface parking lot, but a seven-story building would be built closer to the smaller scale residential zone bordering the church’s property on the north. Would it be possible to place more of the building’s height and mass farther south where now there is only surface parking and therefore reduce the impact of the development?
In response to community requests, the church and LIHI have indicated they have prepared alternative plans for discussion. A public meeting to review and discuss will be held on March 10 at 6:00 PM.
