To discuss the proposed rezone and development of property owned by the Lutheran Church of the Good Shepherd at 1419 22nd Avenue (22nd Avenue near E. Union Street) At the meeting representatives of the church and the proposed developer of the site will describe the project and respond to your comments.
Property owned by the church, currently zoned LR (lowrise) and adjacent to the RSL (residential small lot) which limits building height to 35 feet, is proposed to be rezoned to NC2-P 75. The rezone would allow building up to 75 feet high. The proposal is for a seven- story building with approximately 100 small efficiency dwelling units (SEDU). The building would be north of the existing church parking lot which would remain in place. According to the developer, LIHI (Low Income Housing Institute), 75% of the building’s units would be reserved for homeless individuals and 25% would serve the needs of low wage workers at risk of displacement from the Central Area. LIHI would implement affirmative marketing to ensure that neighborhood residents who are experiencing homelessness or are at risk of displacement are aware of the building’s rental opportunities. Units will be for those whose income is less than 50% of median income, $38,750 per year currently.
